The bill (Reg. No. 9074) establishes an emergency call service in Ukraine by a unified emergency number 112 (centres 112) to provide emergency care
in the situations which threaten health, life, property, environment, public
order, or in other dangerous cases.
Establishment of the emergency number 112 will help cut the economic losses and number of casualties, and fulfill the European Union requirements, especially during EURO-2012.
The Committee on European Integration concluded that the bill "On the System of Emergency Call Service by a Unified Emergency Number 112" conforms to the European law.
Decision of the Council of Europe 91/396/EU sets an obligation for all member states to establish 112 as a unified emergency number within the territory of the European Union. Thus, introduction of a unified emergency number meets the European law.
The bill also conforms to the European Commission Recommendation C(2003) 2657 on the processing of caller location information in electronic communications networks for the purpose of location-enhanced emergency call services.
